On the morning of December 2, 2022, the working minutes on the SATREPS project "Developing high technology to manufacture quick and easy-to-use analytical instruments and enhancing human resources for food safety and environmental quality control” were signed by VNU-HUS and JICA’s survey team.

Attending the signing ceremony were Mr. Hideaki Matsuoka, Head of the Delegation, JICA’s Department for Global Environment, Environmental Management Team; Mr. Hiroaki Takiguchi, JICA’s Senior Advisor; Mr. Naoki Yano, Planning Officer, JICA’s Environmental Management Team; Prof. Kazuma Mawatari, University of Tokyo; experts and staff from the Japan Science and Technology Agency (JST) and the Japan Analytical Instrument Manufacturers Association (JAIMA). 

On behalf of VNU-HUS, there were Assoc.Prof.Dr. Vu Hoang Linh, Secretary of the Party Committee, Rector; Prof. Dr. Le Thanh Son, Vice Rector; Prof. Nguyen Van Noi, Director of the Key Laboratory of Advanced Materials Applied in Green Development, and representatives of the project team; representatives of the Faculty of Chemistry, the Faculty of Environment and other functional departments.

Addressing the signing ceremony, Assoc.Prof.Dr. Vu Hoang Linh, Rector, sent his gratitude and congratulations to all members of the Japanese team and HUS scientists for having a focused and productive working week. He affirmed that this project not only contributed to promoting the cooperation in scientific research between VNU-HUS and the University of Tokyo, but also to strengthening the mutual friendship between Vietnam and Japan.

Mr. Hideaki Matsuoka, Leader, Environmental Management Team of JICA’s Department for Global Environment, were pleased that after a week of serious and focused discussion, they had reached agreement and could be able to sign working minutes. He hoped that the project would help improve environmental quality in Vietnam in the near future.

On behalf of the Japanese research team, GS. Kazuma Mawatari from University of Tokyo sincerely thanked the support of VNU-HUS staff and scientists during their working time here, which resulted in the best outcomes possible.

On behalf of the Vietnamese research team, Prof. Dr. Nguyen Van Noi, Director of the Key Laboratory of Advanced Materials Applied in Green Development, said that without the support from Japanese experts and from the Board of Rectors, head of faculties, centers and scientists of VNU-HUS,  their work in the previous week would not have been completed. He believed that the signing ceremony would be the first step to achieve further success in the SATREPS project, thereby contributing to solving the most serious issues of today’s society: environmental pollution and food safety.

The project on "Developing high technology to manufacture fast, easy-to-use analytical instrument and enhancing human resources for food safety and environmental quality control" will provide training and capacity building activities on environmental and food safety control for provincial environmental officers throughout the country. It aims at establishing long-term technical assistance and capacity building for Vietnam on technical issues related to air, water, soil and sediment quality control; using technology to conduct quick field analysis, monitoring techniques, and developing fast, portable, highly reliable measuring instruments based on micro/nano fluidics technology.

Previously, from November 28 to December 2, 2022, the JICA survey team had a one-week working session VNU-HUS, VNU leaders; Institute of Natural Resources and Environment Training (InNET); Center for Environmental Information and Documentation, Vietnam Environment Administration (CEID); Bac Ninh provincical Department for Natural Resources and Environment.

"Developing high technology to manufacture fast, easy-to-use analytical instrument and enhancing human resources for food safety and environmental quality control" is a project under the Science and Technology Research Partnership for Sustainable Development Programs (SATREPS) selected to be funded by the Japan International Cooperation Agency (JICA) and the Japan Science and Technology Agency (JST). VNU-HUS is the main partner of Vietnam to cooperate with Tokyo National University in implementing this project. It is one of the world’s 10 projects to be funded by the Japanese Government through non-refundable ODA.

The 5 year long project is expected to be implemented from April 2023 to April 2028 with a total cost of about USD 5 million.
